About Us
The Eastern New Mexico Rural Water System is a regional rural water supply project in east-central New Mexico. The purpose of the project is to provide potable water to eight city and county member agencies and Cannon Air Force Base for municipal, commercial, and industrial use.
The project will replace current groundwater supplies from the Ogallala (or High Plains) Aquifer with a renewable surface water supply (Ute Reservoir). Construction of Ute Dam was begun in 1959 and was completed in 1963, creating Ute Reservoir to store water for this purpose.
The members of the Eastern New Mexico Water Utility Authority (ENMWUA) include the communities of the City of Clovis, Town of Elida, City of Portales, and the City Texico.
